Take a look at the Regulations Recap. There is a 25% or 10% chance of selection for your drivers on quarterly basis. This is a DOT regulation that cannot be tempered with and all Consortium Agents must abide by them.
Deciding on membership type will usually be biased by a company's experience. If a company has had many selections in the past, the Eclipse membership may sound ideal because all tests are free. On the other hand, if a company had not experienced a high frequency of selections, the Essential or Free membership will suffice.
If you worry that you may be selected frequently for tests and have many drivers in your company whose test costs you'd have to cover, consider the Eclipse Membership. At $45 per driver it is the industry's absolute cheapest membership that covers all random tests without limits.
If you don't have too many drivers and don't mind paying $60 per test, then the Free Membership may be your best option. It costs you nothing to be fully DOT-compliant with 49 CFR 382 and our test fees with this membership option are still below industry average.
If you want a nearly free membership but want to save 25% on test fees, consider our Essential Membership. This membership only collects a $50 company fee and lowers the test fees to industry's lowest, of only $50 for any random test.

40 CFR 382 dictates that all Commercial Motor Vehicle drivers must undergo random testing, where quarterly selections take place using an unbiased, random system which will identify 25% of drivers from a Random Pool for drug testing, and from the same pool, 10% of drivers for alcohol testing.
Therefore, there is only a 25% chance that your drivers will be selected for one type of test and 10% chance of selection for another test.
Because these selections are conducted by a computer program, some drivers may be selected more than once, while other drivers may not be selected for years. It really is a "digital coin toss".
